how common is this?
I have never seen it. Is the practice waning/waxing?

Totafot(h)
Totafoth is not the same as tefillin. The tefillin are both the tefillin shel rosh (head) and the tefillin shel yad (hand/arm in biblical Hebrew). Totafoth is an ancient word of Anatolian origin. According to Rashi, totafot(h) means literally two-two, referring to the four compartments in the tefillin shel rosh. Biblical source section
"The obligation of tefillin is mentioned four times in the Torah:"
This doesn't sound right in wikivoice, IMO it's a statement of faith, and the lead says The biblical verses often cited as referring to tefillin are obscure. Also, per WP:RSPSCRIPTURE, some brilliant secondary sourcing would be good.
My suggestion is something like "The practice of wearing tefillin is based on these four verses..." but it should have a good non-primary source.
