The team was founded by Bradley Wiggins, after much speculation in the latter part of the 2014 road season, in order to better facilitate his return to the track as part of his preparations for the 2016 Olympic Games.{{cite news|url=http://www.cyclingweekly.co.uk/news/latest-news/sir-bradley-team-wiggins-might-work-144471|accessdate=17 October 2015|title=Sir Bradley and Team Wiggins: How it might work|date=13 November 2014|work=Cycling Weekly}}{{cite news|url=http://www.cyclingnews.com/news/more-details-emerge-on-team-wiggins|accessdate=17 October 2015|title=More details emerge on Team Wiggins|website=Cyclingnews.com|date=18 December 2014}}
The team has a reported budget of £460,000 which is comparable to JLT–Condor and Madison-Genesis. According to Cycling Weekly the team's management comprises Robert Dodds (president of XIX Entertainment, and Wiggins's manager), Andrew McQuaid (rider agent and director of Trinity Sports Management) and Wiggins himself. The team appointed former {{UCI team code|WHT|2013}} DS Simon Cope as its first directeur sportif .{{cite news|last=Bull|first=Nick|url=http://www.cyclingweekly.co.uk/racing/british-racing/team-wiggins-jersey-full-details-revealed-149481|accessdate=17 October 2015|title=Team Wiggins: jersey and full details revealed|date=15 December 2014|work=Cycling Weekly}}
For the team's inaugural season the team began with eight full-time riders, with Wiggins joining on 1 May 2015. Those eight were Steven Burke, Mark Christian, Jonathan Dibben, Owain Doull, Daniel Patten, Iain Paton, Andy Tennant and Michael Thompson.{{cite news|url=http://www.cyclingweekly.co.uk/news/latest-news/andy-tennant-mark-christian-ride-team-wiggins-2015-141019|accessdate=17 October 2015|title=Andy Tennant and Mark Christian to ride for Team Wiggins in 2015?|date=23 October 2014|work=Cycling Weekly}} These eight riders are supplemented by riders from the British Academy on a race to race basis. On 5 January 2015 the team was officially awarded its UCI Continental licence.{{cite news|last=Bull|first=Nick|url=http://www.cyclingweekly.co.uk/news/latest-news/team-wiggins-granted-uci-licence-150966|accessdate=17 October 2015|title=Team Wiggins granted UCI licence|date=5 January 2015|work=Cycling Weekly}}
