U.S. Term Limits (USTL) is a non-profit, non-partisan grassroots organization dedicated to enacting term limits for elected officials at every level of government in the United States. It was founded in 1992, and says it has helped facilitate more than 500 successful term limits initiatives at various levels of government.{{Cite web|url=https://www.termlimits.com/wp-content/uploads/2017/02/Legislator-Handbook.pdf|title=The Term Limits Convention Handbook For Lawmakers |website= Term Limits |access-date=2019-10-13}}

Among other activities, USTL supports statewide ballot initiatives to impose term limits. In the early 1990s, USTL organized grassroots campaigns that placed term limits on the congressional delegations of 23 states. These were overturned as unconstitutional in 1995 by the Supreme Court, in a 5–4 decision in U.S. Term Limits v. Thornton.

U.S. Term Limits is promoting a convention to propose amendments under Article V of the U.S. Constitution, focused specifically on a term limits amendment.{{Cite web|url=https://www.termlimits.org/articlev/|title=U.S. Term Limits Launches Article V Convention Effort |website=www.termlimits.org|access-date=2016-04-01}}{{Cite web|title=Bob Bezotte Pledges To Support Congressional Term Limits|url=https://whmi.com/news/article/bob-bezotte-congressional-term-limits|access-date=2021-03-04|website=whmi.com}}{{Cite web |title=3rd candidate in 27th District supports term limits on Congress|url=https://www.wnypapers.com/news/article/current/2020/01/09/139691/3rd-candidate-in-27th-district-supports-term-limits-on-congress|access-date=2021-03-04|website=Niagara Frontier Publications}} Resolutions calling for such a convention have been passed by the state legislatures of Florida,{{Cite web|url=http://www.myfloridahouse.gov/Sections/Bills/billsdetail.aspx?BillId=55338|title=Florida House of Representatives - HM 417 - Article V Convention for Congressional Term Limits|website=www.myfloridahouse.gov|access-date=2016-04-01}} Alabama,{{Cite web|url=http://alisondb.legislature.state.al.us/ALISON/SearchableInstruments/2018RS/PrintFiles/HJR23-enr.pdf|title=Alabama Legislature Passes Term Limits on Congress Convention Resolution|last=|first=|date=|website=ALISON |access-date=2018-01-25}} Missouri,{{Cite web|url=https://www.senate.mo.gov/18info/BTS_Web/Actions.aspx?SessionType=R&BillID=73322738|title=Missouri General Assembly Passes Term Limits on Congress Convention Resolution|website=www.senate.mo.gov|access-date=2018-05-17}} West Virginia,{{Cite web|url=http://www.wvlegislature.gov/Bill_Status/bills_text.cfm?billdoc=hcr22%20intr.htm&yr=2020&sesstype=RS&i=22&houseorig=H&billtype=CR|title=West Virginia Legislature Passes Term Limits on Congress Convention Resolution|website=WV Legislature |access-date=2020-01-21}} Wisconsin,{{Cite web|url=https://docs.legis.wisconsin.gov/2021/related/enrolled/sjr102|title=Wisconsin State Legislature Passes SJR 102 - Article V Convention for Congressional Term Limits|website=Wisconsin Legislature |access-date=2022-02-28}} Oklahoma, {{Cite web|url=http://www.oklegislature.gov/BillInfo.aspx?Bill=hjr1032&Session=2300|title=Oklahoma State Legislature Passes HJR 1032 - Article V Convention for Congressional Term Limits|website=Oklahoma State Legislature |access-date=2023-04-20}} Tennessee,{{Cite web|url=https://wapp.capitol.tn.gov/apps/BillInfo/Default.aspx?BillNumber=HJR0005|website = Tennessee State Legislature| access-date=2024-04-13 | title=Tennessee General Assembly Legislation }} Louisiana,{{cite web |title=Louisiana State Legislature Passes SCR2 - Article V Convention for Congressional Term Limits |url=https://legiscan.com/LA/bill/SCR2/2024 |website=Legiscan |access-date=29 May 2024}} North Carolina,{{cite web |title=North Carolina State Legislature Passes HJR 151 - Article V Convention for Congressional Term Limits |url=https://legiscan.com/NC/bill/H151/2023|website=Legiscan |access-date=2 December 2024}} South Dakota,{{cite web |title = South Dakota State Legislature passes HJ5002 - Article V Convention for Congressional Term Limits| url=https://sdlegislature.gov/Session/Bill/25468}} Indiana,{{cite web |title=Indiana State Legislature Passes SJR21 - Article V Convention for Congressional Term Limits |url=https://iga.in.gov/legislative/2025/resolutions/senate/joint/21/details |website=Indiana General Assembly |access-date=23 May 2025}} and South Carolina.{{cite web |title=South Carolina State Legislature Passes HCR3008 - Article V Convention for Congressional Term Limits |url=https://www.scstatehouse.gov/billsearch.php?billnumbers=3008 |website=SC State House |access-date=23 May 2025}} This is about 35% of the 34 states required to call for a convention.
