Add "R from shortcut" to shortcut redirects

This adds the {{tl|R from shortcut}} template to redirect pages that are shortcuts but aren't marked so.

For example, a shortcut like [https://en.wikipedia.org/w/index.php?title=Wikipedia:BOTREQUIRE&redirect=no WP:BOTREQUIRE]

This will (re)use {{tl|Redirect category shell}} if one or more template from :Category:Redirect templates are already present. See BRFA X.

A redirect that is a shortcut is determined by this redirect being used on its target page in a template, such as {{tl|Shortcut}}, {{tl|Shortcut-l}}, {{tl|Policy shortcut}}, or {{tl|Template shortcut}} or embedded as part of a template, such as {{tl|Policy}}, {{tl|Guideline}}, {{tl|Essay}}, or {{tl|Proposed}}. For example, WP:BOTPOL would have to appear as {{tlx|Shortcut|WP:BOTPOL}} or {{tlx|Policy|WP:BOTPOL}} or similar.

Add "R to X namespace" to redirects pointing to different namespaces

This adds the cross-namespace appropriate "R to X namespace" template to redirect pages that point to a different namespace that their own. This includes:

  • {{tl|R to category namespace}} for Category: namespace
  • {{tl|R to draft namespace}} for Draft: namespace
  • {{tl|R to main namespace}} for main/article namespace
  • {{tl|R to template namespace}} for Template: namespace
  • {{tl|R to user namespace}} for User: namespace

This adds the always-used appropriate "R to X namespace" template to redirect pages. This includes:

  • {{tl|R to project namespace}} for Wikipedia: namespace
  • {{tl|R to portal namespace}} for Portal: namespace
  • {{tl|R to help namespace}} for Help: namespace

This adds the {{tl|R to talk page}} template to redirect pages that are not talk pages but point to any talk namespace.
