::If you can, please redraw the lettering, this should be easier to font-match, the wording is CHEF SCOUT RUSSE • CHIEF RUSSIAN SCOUT • СТАРШІЙ РУССКІЙ СКАУТѢ, the only difference is the final letter Ѣ will kind of look like a 6 with a top bar.
