- [http://en.wikipedia.org/wiki/Wikipedia:WikiProject_Council/Proposals Propose] and build a category framework for localized community organizations and develop road map for the [http://en.wikipedia.org/wiki/Wikipedia:WikiProject project]/portal. Objective being to catalogue and organize listings of associations, societies, unions and other non-profit groups. Form and update a [http://en.wikipedia.org/wiki/Wikipedia:Template_namespace template ]for each geographical region, as well as article heading and perhaps even [http://en.wikipedia.org/wiki/Category:Infobox_templates info box] standards for each group.

=Existing framework lacking=
Aside from a dysfunctional [http://en.wikipedia.org/wiki/Category:WikiProject_Organizations organizations wiki project], the existing 'framework' consists mainly of two monolithic categories within the [http://en.wikipedia.org/wiki/Portal:Society society portal]. Both the [http://en.wikipedia.org/wiki/Category:Clubs_and_societies clubs & societies], and the [http://en.wikipedia.org/wiki/Category:Organizations organization] categories have been developed from the top down, as opposed to bottom up from the [http://en.wikipedia.org/wiki/Grassroots_organizing grass roots].
This is evidenced by the fact that there is only one categorized [http://en.wikipedia.org/wiki/Category:Organizations_based_in_Alberta Alberta] Organization, and no category for any communities within the province. The picture looks a bit better at the [http://en.wikipedia.org/wiki/Category:Organizations_based_in_Canada national level], but [http://en.wikipedia.org/wiki/Category:Canadian_organization_stubs stubs] and other incongruities abound.
It will be important initially to develop rules for categorizing international and intraregional [http://en.wikipedia.org/wiki/List_of_grassroots_organizations grassroots organizations]. For example greenpeace should be listed as an international or ubiquitous organization, but should also have national and local offices listed where appropriate, (linking up and down).
I will start by developing this specific framework for my communities of Edmonton, Alberta, and Canada, and hopefully along the way, will have ironed out a system that can be applied and easily extended by other contributers for their own cities and regions.
As this project evolves and grows, local organizers will have an increasingly powerful resource for outreach, cooperation and consensus building.
Onward.
