When you start a discussion about an editor, you must notify them on their user talk page. You may use {{#ifeq:{{SUBPAGENAME}}|Incidents|{{Tlsx|ANI-notice}}|{{Tlsx|AN-notice}}}}~~~~ to do so.

The use of ping or the notification system is not sufficient for this purpose.
Also, please provide links and diffs here to involved pages and editors. The templates {{Tl|Pagelinks}} (for pages) and {{Tl|Userlinks}} (for editors) may be helpful.
