Hi Draceane. A file with a non-free copyright license and a non-free use rationale is most likely never going to be moved to Commons. This is probably below :c:COM:TOO#United States, but I'm not sure about the country of origin and Commons will only accept files which are {{tl|PD-logo}} in both cases. If you're sure about this, you can speed up the process by replacing the non-free use rationale with {{tl|Information}} and the non-free copyright license with {{tl|PD-logo}}.
