Geoffrey Bibble has never been on the board of directors of the Cato Institute.
Additionally, I removed two external links because neither link even mentioned the Cato Institute. Although the books that the two links were advertising may have something in them about the Cato Institute, the purpose of external links in Wikipedia is not to sell books but to give people immediate additional information.
