The reason left by Doric Loon was: This topic is not sufficiently notable for inclusion in Wikipedia. The comment the reviewer left was: This draft contains quite a bit of information about this person's life, but none of it strikes me as making the person notable in Wikipedia's sense. It is not shown out that he really stand out from the thousands of others in the same profession who do similar things. The citations look impressive, but none are available online, so I can't check them, and I suspect they are just passing references. Especially when a whole book is cited (without page numbers) and I doubt that the whole book is about him. Apart from that, this draft has already been declined three times, and the proposer is simply resubmitting without changing anything - that is never going to fly. I notice there was a previous article which was deleted only nine months ago. All of this suggests that there is no place on Wikipedia for this article at the present time.
