My suggestion was not for you to locate a lower resolution version from somewhere, but to use freely available graphics tools to reduce the scale (and therefore the resolution) of the image yourself. This is a trivial operation to carry out. As it happens, the image is still too big. There's no reason for a fair use image to be any larger than the size at which its displayed in the article. (160px in this case, but there's no reason for it to be less than 200px.) You furthermore had no need to upload the smaller version under a different title. It would have been easier all around to upload it over the old, larger one.

Your fair use rationale is somewhat deficient, and the new image is likely to get tagged for deletion on that basis. You would be better off using {{tlx|logo fur}}, which can provide the usual fair use rationale that applies to 99% of the logos on the site if you just fill in a few parameters. there seems to be no way to fix this article:

I could find no "edit this page" tab, and no "discussion" tab.

the problem is that when the table of contents is in shown mode, the map of the world to the left covers the toc making it impossible to view it.
