::To me it seems reasonable to mention the shutdown of TV channels in both the lead and controversy section. I don't think mentioning it twice makes clarity worse. Mentioning it twice also has nothing to do with WP:V; I can't read Bengali but using a machine translation it seems clear that the article does indeed report that a number of TV stations were ordered to shutdown.
