Born on 6 November 1954, in Kharkov, Burakov graduated from the Moscow Aviation Institute in 1977 and the {{Interlanguage link|Moscow Higher Party School|lt=Moscow Higher Party School|ru|Московская Высшая партийная школа}} in 1989.
