Discussions on the set of local requirements to grant the right to editors are on-going. CheckUsers and Oversighters are granted automatic access, while Administrators and Bureaucrats may opt-in for access through Special:Preferences.
Global requirements (minimum):
Do note that the eventual local requirements may be more stringent than that of the global requirements.
Do NOT request for the user right for the time being.
