Critical reception
Amiga Format thought the game was neither simplistic nor shallow.{{Cite book|url=https://archive.org/details/Amiga_Format_Issue_054_1993_Future_Publishing_GB_christmas_edition|title=Amiga Format - Issue 054 (1993)(Future Publishing)(GB)[christmas edition]|date=1993}} {{Dead link|date=June 2023}}{{Cite web |last=Jones |first=Richard |date=2008-05-17 |title=When two worlds war |url=http://amigareviews.classicgaming.gamespy.com/whentwow.htm |url-status=dead |archive-url=https://web.archive.org/web/20080517120826/http://amigareviews.classicgaming.gamespy.com/whentwow.htm |archive-date=2008-05-17 |access-date=2018-02-23 |website=Amiga Reviews}} Meanwhile, CU Amiga Magazine felt the game was identical to Utopia in every way, sans the fun.{{Cite book|url=https://archive.org/details/cuamiga-magazine-046|title=CU Amiga Magazine Issue 046|date=December 1993}}
Computer Gaming World{{'}}s Martin Cirulis praised the packaging and the manuals, with the interface being described as "exceptionally clear and easy to use." However on the gameplay front, he felt that the game lacked personality, with "potential strengths... left unexplored." He also found the AI too easy to defeat, even at the highest level. Overall, he concluded that while the game was not bad, it fell short of its potential, comparing the game to getting Battlestar Galactica when Star Wars had been promised.{{Cite magazine |last=Cirulis |first=Martin E. |date=October 1993 |title=A Tale Of Two Worlds |url=https://www.cgwmuseum.org/galleries/issues/cgw_111.pdf#page=98 |url-status=live |magazine=Computer Gaming World |pages=98–100 |archive-url=https://web.archive.org/web/20140703020331/http://www.cgwmuseum.org/galleries/issues/cgw_111.pdf |archive-date=3 July 2014 |access-date=8 February 2020}}
