= Overview =

The Jet Propulsion Laboratory has initiated a new JPL rebadging processThe New ID Card at JPL, [http://hspd12.jpl.nasa.gov/TheNewIDCard/ http://hspd12.jpl.nasa.gov/TheNewIDCard/] for its employees, contractors, and

affiliates. After

negotiating with NASA Headquarters,

JPL Director Charles Elachi agreed to the new process, which will produce new ID cards in conformance with

FIPS 201 (Federal Information Processing Standards Publication

201), a United States federal government standard that

specifies Personal Identity Verification (PIV) requirements for

Federal employees and contractors. FIPS 201 is a response to Homeland Security Presidential

The new JPL badging process is controversial, for a variety of reasons (see Controversy section below). One of the concerns voiced is the lack of respect for privacy

of employees, because the badging procedure requires each employee to answer

a personal questionnaire, sign a waiver permitting a background

investigation at any level of detail, have fingerprints taken, and carry a new ID card with the fingerprints readable by

RFID technology. This level of personal intrusion has led to questions that the JPL Honor Code of treating

employees with dignity and respect is being violated.

JPL Badges are identification cards issued to employees, contractors, affiliates,

and retirees of JPL for

the purpose of permitting unescorted access to the JPL facility. They are also used

for access to controlled areas within the laboratory, and a bar code on it is scanned for

a variety of routine uses

such as receiving packages and recording attendance at training sessions.

JPL management contends that no privacy related information will be stored on the new ID card.

Some employees wonder how JPL management defines "privacy related information", because there is agreement

that the new ID card will utilize passive RFID technology to store the following attributes:

  • JPL User Name
  • Electronic IT Certificate
  • Citizenship
  • Personal Identification Number (PIN) Unique to Issuer
  • Two Biometric Fingerprints
  • Facial photo

An electromagnetic shield would need to cover the new ID card in order to prevent a remote RFID reader from accessing the data

stored on the new ID card.

= Rebadging process =

JPL management has outlined the following steps in order to obtain a new JPL ID card:

  • Employee supplies name, birthday, SSN, and city of birth to JPL, if they have not previously done so
  • The Office of Protective Servicees sends out email requesting employee to fill out online form
  • Employee fills out form 85 or 85P, as directed, using the online e-QIP system, within 10 days. This process takes 1-3 hours.
  • Employee prints out release forms, brings them to the security office, and signs in presence of officer
  • JPL Security scans release form, encrypts it, and sends it to the U.S. government.
  • A fresh set of fingerprints are taken (even if they were taken for One NASA badge)
  • A picture is taken (possibly two pictures, one with One NASA Camera, one with new ID card camera)
  • U.S. Office of Personnel Management performs background investigation
  • If OPM permits it, a badge is issued
  • If adverse information is reported, employee is notified directly by OPM, and has 30 days to adjudicate. After 30 days, the employee will be barred from accessing the laboratory, and employment will be terminated.

The process is repeated every 5 years. Those who have a security clearance are exempt from the process and can

immediately acquire their badge.

= Background Investigations =

== Risk Assessment ==

Prior to rebadging, each JPL employee will be classified as low, moderate, or high risk. The low risk personnel will fill out form 85, while moderate and high risk personnel will fill out the more detailed form 85P. According to Jerry Suitor, tThe classification is based on the job performed, not the individual. Approximately 97% of the JPL workforce is expected to be classified as low risk, and 3% as high risk. The classification will be unrelated to the two tiers of sensitivity used in classifying personnel for drug testing.

According to Jerry Suitor, a high risk assessment will be made for personnel with access to ATLO, access to spacecraft software without going through a review, or for any position in which damage can be done to a NASA asset. Section managers are being told of the classification list and can give feedback.

Standard Form 85 or 85P is used as the basis for a background investigation. The official instructions on these do not agree with how JPL management is directing JPL employees and contractors to use them. The following table is a summary of these differences.

The rebadging process is not popular with employees and contractors. There are numerous complaints about it,

which are summarized below.

Clean Criminal Record Does Not Mean

Absence of Criminal Behavior

Checks of criminal records identify only the tip of the iceberg of criminal activity. A clean record indicates only that there are no records of criminal conduct in the places checked. The absence of information in criminal record files should not be viewed as positive evidence of reliability or trustworthiness.

Most crimes are not reported to the police. Most reported crimes do not lead to arrest, and many arrested persons are not prosecuted and convicted. Even for those who are prosecuted and convicted, the criminal records are often incomplete or missing. As a result, the chances are very small that an individual who has committed a single crime, even a serious crime, will have a criminal record. The more crimes a person has committed, the greater the odds of that person having a record. See Prevalence of Crime for a discussion of the percentage of the population that has a criminal record.

Much past criminal behavior is likely to be discovered only by self-admission, interviews with references or developed sources, or polygraph examination. This behavior should be evaluated under the adjudication guidelines even though there may be no criminal record.

Many Arrested Persons

Are Not Prosecuted or Convicted

For each 100 persons arrested by the police on felony charges, about 45 are typically released due to insufficient evidence or legal technicalities unrelated to guilt or innocence. About 55 are prosecuted, with one acquitted and 54 convicted.

To avoid the cost and uncertainties of a trial, more than half the prosecuted cases are plea-bargained down to conviction for a misdemeanor rather than a felony, which generally involves far less serious consequences for the defendant. Only about 32 of every 100 persons arrested on felony charges actually spend any time in a correctional institution. Ref 13

Records of cases that are dismissed without prosecution or that are plea-bargained may be incomplete or misleading. When evaluating criminal conduct, the individual's behavior is the primary consideration, not whether the individual was prosecuted or convicted. If there is good reason to believe the person committed a felony but plea-bargained down to a misdemeanor, it counts as a felony.

Conditions that call into question a persons reliability, trustworthiness or judgment include:

A single serious crime, regardless of whether the person was arrested or convicted for that crime. A "serious" crime is often defined as a felony, as distinct from a misdemeanor or ordinance violation. Conviction, admission, or strong evidence of a felony will usually support a recommendation for disapproval unless there are unusual mitigating circumstances. If there is good reason to believe the person committed a felony, but the crime was plea-bargained down to a misdemeanor, it counts as a felony. Which crimes are considered felonies varies from one state to another and changes over time. The following actions may be considered a serious crime or breach of trust even if they are not categorized as a felony:

(1) Any crime punishable by confinement for one year or more.

(2) Any crime involving the use of force, coercion or intimidation; violence against persons; or the use of firearms or explosives;

(3) A violation of parole or probation.

(4) Any criminal or civil offense involving breach of trust or fiduciary duty, including embezzlement, bribery, insurance fraud, or falsification of documents or statements for personal gain of more than $500.

(5) Obstruction or corruption of government functions or deprivation of civil rights.

Two or more lesser crimes or civil offenses that indicate a pattern of illegal or irresponsible behavior, regardless of whether the person was arrested or convicted for any of these offenses. A violation of parole or probation suggests a possible pattern of criminal behavior. Multiple offenses indicate intentional, continuing behavior that raises serious questions about the person’s trustworthiness, reliability, and judgment. A pattern of disregard for the law is more significant than the monetary value or penalty ascribed to a given crime. A close and continuing voluntary association with persons known to be involved in criminal activities. Association with family members is generally considered non-voluntary in this context.

A tape of these early sessions, which used the roaring static sound of late-night TV test patterns as percussion/incidental noise but were otherwise a capella, still exists. Michael Taylor is a film producer and also the chair of the Division of Film and Television Production at the University of Southern California.

His career began at United Artists Corporation as a Motion Picture Executive. He was also the UA's European Head of Production based in London.

Later, he participated in both studio system films and independent films. His latest films are included Phenomenon (1996), Instinct (1999), Princess of Thieves (2001) and Copying Beethoven (2006).

He is the recipient of the Fourteenth Annual Genesis Award for Outstanding Feature Film and the Variety/EDI $100 Million Award.

He is also a member of The Academy of Motion Picture Arts and Sciences.

Michael Colling is an Australian Child and Youth Worker, Social Entrepreneur and Media Personality.

PERSONAL

Colling was born in 1978 in Melbourne, Australia, and studied teaching before qualifying as a Child and Youth Worker in 2003.

CAREER

Radio

Colling started his media career in 2005, when he wrote and co-hosted the radio special 'Nova All Ears,' on Melbourne's Nova 100 FM, with Nova 100 and Rove personality, Carrie Bickmore. The show looked at the many issues around youth suicide and depression. The show then recieved an Australian Commercial Radio Award in 2005. In 2006, Michael co-hosted the special, again with Carrie Bickmore, but this time as a national radio special, broadcast live across Australia. Colling has also appeared numerous times on the Joy Melbourne breakfast show.

Books

In 2007 Colling embarks on a National publicity tour for his book, The Other Side of Blue, [http://www.myspace.com/theothersideofblue] a moving anthology of autobiographical Australian stories about overcoming adversity. Some of the contributors to the book include: Jess Hardy (Big Brother Australia 2002); Kyle Vander Kuyp; and The Living End frontman, Chris Cheney, and is being publicly supported by people including Darren Hayes (ex- Savage Garden). Image:Tostrupgården.jpgJacob Ulrik Holfeldt Tostrup (born 1806 in Hjelmeland, death 1890), Norwegian goldsmith/jeweler; educated in Bergen, St. Petersburg and Copenhagen. Born as number 4 of 8 siblings in a family which could only afford to send the oldest to university, he started as a goldsmith apprentice.

Founded the jewelers firm J. Tostrup in 1832 in Christiania (Oslo). The firm made the original enameled insignia for the Order of St. Olav, when the order was established in 1848 and later in 1883 it was put in charge of the whole production. J. Tostrup received the title royal court jeweler, and Jacob Tostrup received a the 'King’s Medal of Merit' for this work as a gold smith.

Tostrup took on this granddaughters housebound Torolf Prytz, an architect and goldsmith, as a partner in 1884. Torolf Prytz became owner of the store after Jacob Tostrup's death. Mr. Prytz was one of the architects behind the new store, Tostrup House, built 1893-1898 next to the Norwegian parliament.

June (Mark Sutor, Tim Brennan, Mark Palacz, and AJ Brown) was basically started as a joke, and then realized that they had a pretty good thing going. After recording an early four-song demo and playing around the local Chicago scene and effectively building a loyal following, this joke began to catch on. The band independently released The June EP in mid-summer of 2004. Soon after, the band signed with Chicago's Victory Records.

June's new music is reminiscent of Chicago's scene while portraying more down-to-earth interests. The band is a delicate balance between a power-pop collaboration, combining melodic guitar hooks and vocal harmonies and a rock band lyrically straying away from typical avenues.

June's sophomore album is titled "Make It Blur" and will be released in the summer of 2007.

Gary Abdallah became involved in the infamous Walsh Street Murders in October 1988 when he stole the car that was used to ambush Victoria Police Officers/Constables Tynan and Eyre which eventuated in their murder. Charmeuse is a lightweight fabric woven with a satin weave, where the warp threads cross over three or more of the backing (weft) threads. The front side of the fabric has a satin finish- lustrous and reflective- whereas the back has a dull finish. It can be made of silk, or a synthetic lookalike such as polyester. It differs from plain satin in that charmeuse is softer and lighter in weight.

The luster and delicate hand make charmeuse suited to lingerie, flowing evening gowns, and drapey blouses. Bridal gowns sometime use charmeuse, however, the fabric does not hold a shape well, so it is not used for full, flared skirts; the charmeuse tends to cling and hang against the body. It is best suited to a more fluid, slinky bias cut, and is too fragile and flimsy for more tailored clothing. It is never used in menswear.

It is one of the more challenging fabrics to sew, and not recommended for begineers. The fabric is extremely slippery and difficult to control through the presser foot of a sewing machine. Seams have a tendency to pucker and pull; a smaller stitch length and finer thread can minimize this, though the experience of the sewer will impact the finished result as well. It also tends to leave holes

and marks where the fabric was pinned, making the manipulation of pattern pieces more challenging.

Charmeuse tears easily, especially when wet, so dry-cleaning is recommended.

The well known sporting legend William Reginald Marx born 23 March 1943 in Port-Elizabeth, South Africa) started his proffesional cycling career at the age of 18. He is known as the first South African Junior Cyclist to compete at international events. During the apartheid regime he was chosen for the Olympic games, but the political issues robbed him of the oppertunity. He travelled through Europe competing at local events in Belgium, Italy, Holland and France. He represented his country in 1967 at World Championships and respectively came 5th for the 200m sprint. Up to today he still holds a british quarter mile record 24.8 sec. Willie Marx are also known as a road cyclist and won several titles in Belgium as a youngster. He holds 23 gold medals in total for South African championships. At the age of 62 he was selected to represent South Africa at the Master Veteran World Track Cycling Championships in 2003. He went home with a bronze medal. He is still not retired and own a succesful cycle shop in George, South Africa.

Shni Bobos are fuzzy rabbits that live in Russia. There are two breeds- breed one and two. Breed one is fuzzy with strait hair. Breed two is also fluffy with curly hair. Notice that breed one has a curly tail of breed two, and breed two has a strait haired tail of one. They are going extinct and need to be protected.

John Blake (30 May 1933 to 9 September 1982) was a rugby player and teacher who captained Bristol Rugby through one of their most successful periods in the 1950s.

Blake, "the most influential individual in the history of the Bristol club", was a fly half, educated at St Brendan's College and Bristol University. He became captain of Bristol in 1957 and was central in the club's adoption of an adventurous and attractive style of play that became known as "rugby Bristol fashion".

Blake's approach to the game was immediately succesful. During his first season in charge the club records for both points scored and wins in a season were broken. The points scored record was then broken in the two subsequent seasons.

Eschewing kicking, Blake emphasised passing and running with the ball. Sadly, England selectors rejected this rugby philosophy and Blake never represented his country. He did, however play for Gloucestershire, Somerset, the Combined Services, the RAF and the Western Counties. He also played for the Barbarians.

By profession a teacher, Blake taught history at Henbury School in Bristol, as well as St Brendan's College, and St Wilfrid's Catholic Comprehensive in Crawley, Sussex.

GURPS Shapeshifters ({{ISBN|1-55634-452-X}}) is a 128-page soft-bound book compiled by Robert M. Schroeck and published in 2003 by Steve Jackson Games as a supplement for the GURPS role-playing game system, third edition. It contains character creation rules, game environments and sample shifters for various campaign settings.

The first chapter studies the history and mythology of shapeshifters from four periods: the prehistoric, the classical, the medieval and the modern era. The chapter ends with a discussion of medical conditions that might be involved in "real" lycanthropy: dementia, rabies, porphyria and congenital generalized hypertrichosis.

The second chapter is concerned with game mechanics and the third looks at campaigns. Included is a sample setting based on British India, where the natives have been granted the ability to turn into bipedal lions by their god so they can repel the invaders.

The fourth chapter is about species with the ability to take many forms. First are the Doppelgängers, who blend in with humans, sometimes to co-exist, sometimes to hunt. Next are the Enyyn, a kindly race of amorphous blobs who study ethics and philosophy. Third are the Hawkshaw Bioroids, a sub-species of humanity designed for infiltration and espionage. Lastly are the Metamorphic Invaders: intelligent, sociopathic aliens who devour their victims and steal their forms.

The fifth and final chapter concerns creatures who can only take a few forms, including werewolves, selkies and kitsune. Also included is a Jekyll-and-Hyde analogue and a full-scale robotic all-terrain vehicle that turns into an ordinary affectionate housecat.
