Non-notable reporter for neighborhood newspaper, fails WP:GNG and WP:BIO. Of the four references listed, one is from his paper, one is a broken link, one merely lists his Twitter handle, and the last is an article he wrote, not an article about him. A Google search [https://www.google.com/search?hl=en&as_q=&as_epq=Gintautas+Dumcius&as_oq=&as_eq=&as_nlo=&as_nhi=&lr=&cr=&as_qdr=all&as_sitesearch=&as_occt=any&safe=images&tbs=&as_filetype=&as_rights=] turns up, in order, his homepage, his Twitter feed, his bio page on his paper's site, his Linkedin page, his Facebook page, this article, sequeing in to whitepages.com and zoominfo.com, a classic sequence for non-notable folks.
