There does not seem to be sufficient independent, non-routine coverage to pass WP:GNG. Also seems to be a decent amount of unencyclopedic cruft. Previously nominated in the 48-article bundle at Wikipedia:Articles for deletion/Fidel Vargas, closed as procedural keep due to the bundle's size.
