The file is a Chinese military propaganda poster used in People's Liberation Army#Peacekeeping operations/People's Liberation Army#Notable events. However, the poster seems to have no relationship with any of the content mentioned above, and it's contextual significance is negligible (quite useless to the article TBH), thus failing WP:NFCC#8.
