The file is an image depicting rebels on a pickup truck during the First Ivorian Civil War, and is also used in Ivory Coast#First civil war. Per the corresponding category on Commons, there are sufficient free images showcasing the war (such as this, this and this), even when those related to the Second Civil War during 2011-2012 are excluded. Fails on the NFCC1 rationale: a free photo could be created by asking the subject, who is still alive, to pose for one, or by asking the Flickr user whose picture this is if they would be willing to freely licence it. The photo :File:John Finnemore and Ed Balls (40627519524).jpg also exists on the subject's article. It's a less good photo, but it undeniably exists, and the NFCC1 claim that {{tq|There are no free-license photographs of John Finnemore known to exist at this time}} overlooked that, at that time.
