The result of the discussion was: As stated below, this probably isn't a freely licensed file. I found no compelling arguments for de minimus, so defaulting to non-free. No prejudice to restoration if someone can create a valid fair use claim for the file. -FASTILY 00:15, 19 September 2023 (UTC)

Image shows a non-free theme. Themes like the Windows Aero theme can generally be understood to be copyrighted (see :File:Aero Example.png). ::{{ping|Ixfd64}} I doubt that, considering the caption on the article it is being used on has the caption "An Internet Explorer 7 style theme: Vista Aero applied to Firefox 3 on Windows Vista.". This essentially eliminates any de minimis argument since the theme is the focal point of the image, not an unwanted unavoidable part of the screenshot. :It seems doubtful to me that a copyright on the Windows Aero theme applies to, if I'm seeing this correctly, a user-made theme for Firefox which resembles the default window theme in Microsoft Windows. Perhaps there is some encumbrance that prevents us from releasing an operating system whose interface looks like this, but it seems quite doubtful there is any encumbrance on us hosting a screenshot of such. jp×g 09:00, 8 September 2023 (UTC)

Following that link, though, it says in the release notes {{tq|Version 3.0.0.91 May 23, 2010 1.1 MB Source Code License Mozilla Public License, version 1.1}} -- our infobox for the Mozilla Public License says it's FSF, OSI and GPL compatible (although 1.1 isn't). Uploader is claiming to be the owner of this image but it has previously been published on Hangzhou2022.cn in April 2022. https://www.hangzhou2022.cn/sssg/sscg/202203/t20220330_46239.shtml . Salavat (talk) 14:59, 11 September 2023 (UTC)

• Delete if the uploader is the photographer, and they also go through the WP:OTRS system to verify this, then and only then could this be kept.
