Speedy Keep - It is the proper venue, practically everything in Project space should come here except redirects and some templates. But it's just not appropriate for deletion. I think the requestor/nominator thinks that because he or she withdrew the request and there wasn't much discussion (and then the requestor blanked the page), it doesn't add anything to the Project and should be deleted.
