The source website gives no indication this image is PD. The photographer died in 1947, meaning if it is not already PD, it will not become PD until 2017. It may be PD by virtue of not having been registered or not having been renewed, but we have no way of knowing that from the information given. • WP:NFC states as its first criterion for a non-free file: "No free equivalent. Non-free content is used only where no free equivalent is available, or could be created, that would serve the same encyclopedic purpose." This image keeps being used by the uploader to replace a free one on United_States_presidential_election,_1988 and Michael_Dukakis. Even though the pin itself is PD (published without a copyright notice), it is a 3D object (Mike Godwin says that coins are 3D enough for their photos to be copyrighted and this is more 3D than a coin) and so its photo is a creative work. The source link is dead, but the source website has a copyright notice. It's all in Russian so I wouldn't begin to know where to search for this particular image to see if it's still there and if they have any terms of use permitting this license. I don't read Russian, but from the Google translator version of their license - http://translate.google.com/translate?js=y&prev=_t&hl=en&ie=UTF-8&u=http%3A%2F%2Fwww.otdihinfo.ru%2Fmenu%2Fabout%2F&sl=ru&tl=en&history_state0= - I don't see anything permitting redistribution or derivative works.
