Which RusAlyans?
There is a Russian company called RusAlyans that is building some stuff for the Russian military on Wrangel island. I've found two Russian companies called RusAlyans (РусАльянс) ([http://www.bloomberg.com/profiles/companies/1275733D:RU-rusalyans-tekhnologiya-ooo this one] and [http://www.bloomberg.com/profiles/companies/1275740D:RU-rusalyans-vtormet-ooo this one]) but neither seems to match the description (the first one markets semifinished metal products while the second one is active in the field of travel and leisure).
