I believe the new user Luigi 28 is IP 151.70.71.169 (the two diffs above are the same) AKA User:PIO. Banned user PIO has a rotating IP set up in the 151.67 to 151.70 range, as evidenced by [http://en.wikipedia.org/w/index.php?title=User_talk:DIREKTOR&diff=211320943&oldid=211320364] (the whole discussion of which that is a part is revealing) and [http://en.wikipedia.org/w/index.php?title=Istrian_exodus&action=history]; here's PIO arguing to be unblocked from his IP address [http://en.wikipedia.org/w/index.php?title=User_talk:PIO&diff=197038628&oldid=197038519] [http://en.wikipedia.org/w/index.php?title=User_talk:PIO&diff=197037005&oldid=197036120].
