:User:Shustov has been edit warring on {{article|Earthquake engineering}} to keep certain elements in the article. Communication is difficult, as he only uses the default 'undo' edit summaries and has been hostile on the article talk page. The elements he's fighting for include a long list of university engineering departments in the article's external links ([http://en.wikipedia.org/w/index.php?title=Earthquake_engineering&diff=prev&oldid=261130894 undo], [http://en.wikipedia.org/w/index.php?title=Earthquake_engineering&diff=prev&oldid=260733304]) and an article section which consists mostly of passages plagiarized from US Geological Survey documents ([http://en.wikipedia.org/w/index.php?title=Earthquake_engineering&diff=prev&oldid=261131237 undo]) He has been told several times (on the article talk page and his own user talk) that the material can be included if he cites his sources for the text, and properly "quotes" the passages he has copied verbatim.

:After I took a last stab at explaining on his talk page why he needed to discuss his reverts, and why he needed to cite the text, I cautioned him that further undiscussed reverts would lead to AN/I: [http://en.wikipedia.org/w/index.php?title=User_talk:Shustov&diff=261143752&oldid=261095856 warning]. Precisely two hours after the warning, the IP noted above appeared at the article and reverted again ([http://en.wikipedia.org/w/index.php?title=Earthquake_engineering&diff=prev&oldid=261162386 undo]) using the default 'undo' edit summary. There have been no other edits from that IP, or from Shustov.
