The first phase of this RFC is now concluded. It consisted of position statements and open discussion of the topic. It can be viewed here. Thanks to everyone who participated.

The second phase consisted of a series of questions users were asked to answer. See Wikipedia:Requests for comment/Civility enforcement/Questionnaire to view them. This phase is now completed. Thanks to everyone who replied.

The third phase will involve evaluating the results of the first two phases and attempting to develop a concrete proposal based on those results, to be submitted to the community for evaluation. A specific time frame for completion of that phase has not been established. After an initial flurry of activity, phase one appeared to be winding down to a no-consensus state. {{User|Beeblebrox}} brought up the idea of a survey on its talk page. With encouragement from a few editors he drafted the survey and updated it with feedback from other editors. Details of compilation have not been agreed upon, current thinking is a team of up to 15 volunteer editors, who will attempt compile the results into a concrete proposal for the community.
