Hello, I've translated in English my hometown wikipedia page, the issue is that I don't have the permission to actually publish a translation, as I never done more than 500 edits in the pages. I would like to submit the translation anyways

I had this right revoked over 7 years ago in a case settled while I was still a minor. I'm planning to make a major return to editing this year, and would like to have this right back.
