294 (an account not an IP) uploaded :File:Hugo Banzer 1974.png. After I tagged this as replaceable fair use, Gary Blue87, a brand new account which falsely claims to be an administrator on [http://en.wikipedia.org/w/index.php?title=User:Gary_Blue87&oldid=563770735 their userpage], attempted to close the discussion as kept [http://en.wikipedia.org/w/index.php?title=File:Hugo_Banzer_1974.png&diff=prev&oldid=563770443].
