Very strong connection between Bananas Monkey and 68.44.179.54. Bananas Monkey typically does not edit pages. The only purpose of Banana Monkey is to create pages for 68.44.179.54. I feel that the two accounts are used by a person who is more comfortable using an unregistered account and only uses the registered account when necessary (eg:create new pages). I did not discused with them other than the message left on their talk pages to notify them that they are being investigated for a sockpuppetry activity. Basically, the goal of the request is to find out if the same person is using two accounts and if so to take appropriate in regards to this. But if you can't find any sock puppetry activity then I guess you don't have any reason to block any of these accounts since there is technically nothing wrong for a user to create pages for another user (as long as this doesn't violate Wikipedia policy, of course)
To answer your final question, yes there have been abuses done on the part of each of these user, although these violations have nothing to do with sockpuppetry. (68.44.179.54 has been warned numerous time for disruptive editing, while Banana Monkey has created articles that were previously deleted through Afd consensus).
