This editor originally began editing Wikipedia from an IP, Contributions/68.66.31.117. Their edits - focusing largely on college sports and sometimes with a particular emphasis on the Big 10 - were prolific, largely unsourced, and often unconstructive. Comments on the IP's Talk page reflect many of these concerns, but the user never responded or improved. Eventually the editor created an account, Wkoppel, which continued the same kinds of edits and ran up the same kinds of Talk page warnings. Many of the edits introduced incorrect information, or created internal inconsistencies. Eventually the user was blocked for persisting in the unsound edits and refusing, at any level, to discuss them. A key characteristic of Wkoppel accounts are the edit summaries - which, while not always added, almost invariably begin with the first person pronoun - "I did thus-and-such", "I removed old information", etc.

After that block, the editor began to edit from various IP accounts, e.g.

He also created a new user, Contributions/WolvResistance, which was blocked.

The foregoing is informational - none of these is the immediate subject of this report. Rather, the subject is another of the rotating IPs. This editor edits the same kinds of pages, makes the same kinds of edits, with the same kinds of edit summaries, and likewise does not engage - all the hallmarks of Wkoppel. Indeed, this very IP had been previously blocked by Baguma as an obvious sock, but the block has expired and the edits have resumed. I left a note for Bagumba on his Talk page concerning this but he appears to be away for a bit so I am filing this report. (My recent comment to Bagumba indicates that the IP has not been making unsound edits but the Talk page is beginning to accumulate the kinds of complaints typically lodged against this editor.) Wkoppel has been blocked since 2015 for disruptive editing and refusal to discuss other editors' concerns at his Talk page. In addition to socks blocked as a result of reports here, several additional socks have been blocked by User:Bagumba, who is familiar with the editor and his editing patterns. The most recent of this was User:Grey_Jackal, blocked last week. The current IP is the one that he appears to have edited from first of all, before even creating Wkoppel (see archive here). That account has been blocked repeatedly after being used for block evasion, but the last one (a year from January 2016 to January 2017) has expired and Wkoppel is editing from it again; the edits are characteristic - formatting & other minor substantive changes to college sports pages, with a focus on the Big 10, and edit summaries in the first person.
