This has no purpose other than enabling a bot to create :Category:Wikipedia files with no copyright tag as of (date). A discussion at WP:AN (now archived, section "Category:Wikipedia files with no copyright tag") has essentially resulted in this category being removed from the template that was transcluding it (it's been merged into another deletion category), making this template completely unused. The bot can't exactly be stopped because its operator's been gone for a long time, but pages entitled "Category:Wikipedia files with no copyright tag as of" have been added to the blacklist, so the bot won't be able to create anything more with this template.
