|For the file to be accepted on commons the file has to be a photograph published in Poland prior to 1994. Publication citation is needed in the source section. Author has to be Polish or the work has to be first published in Poland. Majority of photographs published in that time in Poland did not have author information, so unknown authors are OK unless there are reasons to believe that author was not Polish (Photos of US actors might have been published in Poland but they were likely taken by non-Polish photographers). All files meeting those requirements were moved to Commons several years ago, so all that is left does not meet them (usually no publication citation).
