Biography

Waters was born in West Plains, Missouri.{{cite web|url=http://digicoll.library.wisc.edu/cgi-bin/WI/WI-idx?type=turn&entity=WI.WIBlueBk1968.p0056&id=WI.WIBlueBk1968&isize=text|title=Members of the Assembly|publisher=Wisconsin Blue Book|accessdate=2014-02-14}} He attended Elk Mound High School in Elk Mound, Wisconsin before attending the University of Wisconsin-Eau Claire, the University of Hawaii at Manoa, and the University of Wisconsin-Madison. During World War II, he served in the United States Navy.

Political career

Waters was elected to the Assembly in 1966.
