WorkFlowy is a web-based outliner created by Mike Turitzin and Jesse Patel at a Y Combinator startup camp. The idea for Workflowy arose from Patel’s prior work experience in project management and his frustration with the lack of useful tools.{{cite news | url=http://www.slate.com/articles/technology/technology/2012/08/workflowy_the_note_taking_app_that_changed_the_way_i_organize_my_life_.html | title=Everything Is a List | work=Slate | date=August 2, 2012 | accessdate=April 25, 2016 | author=Manjoo, Farhad}}

The central feature of the app is a text-based nested list. Writing in The Guardian, novelist Emma Donoghue noted that this aspect of the software allows her to capture and organise "stray idea[s]".{{cite web | url=https://www.theguardian.com/books/2019/oct/06/on-my-radar-emma-donoghue-cultural-highlights | title=On my radar: Emma Donoghue’s cultural highlights | work=The Guardian | date=October 6, 2019 | accessdate=January 24, 2020 | author=Donoghue, Emma}}

The app operates on a freemium business model and its straightforward list-like interface has been described as "uncluttered."{{cite web | url=http://www.pcworld.com/article/2038607/5-free-tools-to-organize-your-thoughts.html | title=5 free Web tools to organize your thoughts | work=PC World | date=September 30, 2013 | accessdate=April 25, 2016 | author=Zukerman, Erez}} by PC World in 2013 and "minimalistically elegant" by The Atlantic in 2016.{{cite web | url=https://www.theatlantic.com/notes/2016/01/tech-tips-for-the-new-year-cloudmagic-workflowy-low-light-filter-on-ipad/422853/ | title=Tech Tips for the New Year: CloudMagic, Workflowy, ‘Low Light’ Filter on iPad | work=The Atlantic | date=January 6, 2016 | accessdate=November 22, 2016 | author=Fallows, James}} Since its launch Workflowy has developed what the Geek Wire describe as "a cult-like following."{{cite web | url=https://www.geekwire.com/2018/workflowly-founder-new-list-update-popular-app-keeping-purists-happy/ | title=At top of WorkFlowy founder’s to-do list: Keeping his app’s cult-like following happy | work=Geek Wire | date=May 5, 2018 | accessdate=May 18, 2018 | author=Lystra, Tony}}
