Previously, he was governor of Oryol Oblast{{cite book|last=Shenfield|first=Stephen|title=Russian fascism: traditions, tendencies, movements|url=https://books.google.com/books?id=M0Qkk-r2buQC&pg=PA153|access-date=7 May 2011|year=2001|publisher=M.E. Stroyev was reelected as governor with a very large majority. He was removed from his position on February 16, 2009, by Dmitry Medvedev due to economic concerns.

His daughter Marina Rogacheva is also a Russian politician.
