Noted lifesaver. 1904 medal was a re-issue of the earlier award, which Horn claimed had been stolen. Customarily, the Secretary of the Treasury had issued duplicate medals upon the submission of absolute proof that showed the originals had been irrecoverably lost or destroyed.
