Background and theme
After the release of her 2006 pop album A Public Affair, Simpson stated she wanted to go back to her roots and do country music because she "has been brought up around country music", and wants to give something back.{{Cite web|url=http://www.cmt.com/news/1578710/jessica-simpsons-country-record-due-in-2008/|archive-url=https://web.archive.org/web/20160124190037/http://www.cmt.com/news/1578710/jessica-simpsons-country-record-due-in-2008/|url-status=dead|archive-date=January 24, 2016|title=Jessica Simpson's Country Record Due in 2008|first=CMT com|last=Staff 12/28/2007|website=CMT News|accessdate=16 May 2022}} Simpson had already sung country themed songs previous like "These Boots Are Made for Walkin'". "Come on Over" was co-written by country music artist Rachel Proctor, Victoria Banks and Simpson herself. The lyrics of the uptempo single focus on the narrator's paramour. Simpson said, "The fun thing about the song is that anxiety of wanting the guy to come over right then and there. Everybody's felt that before."{{cite magazine |first=Ken |last=Tucker |title=Simpson Turns Heads With Debut Country Single |url=http://www.billboard.com/articles/news/1045161/simpson-turns-heads-with-debut-country-single |magazine=Billboard |publisher=Nielsen Business Media, Inc. |date=June 6, 2008 |access-date=2008-08-27 }}

Critical reception
Billboard.com described the song as "Sexy and flirtatious" adding that "'Come On Over' is everything it needs to be—undeniably country and not forced. Under watchful maestro John Shanks and Brett James, Simpson shines on a steel guitar-laden track that finds her pleading with a beau to drop everything for a little loving."{{Cite web|url=http://www.billboard.com/bbcom/content_display/reviews/singles/e3id3157507ac800210b14e5400b23ba842/|archive-url=https://web.archive.org/web/20080622175717/http://www.billboard.com/bbcom/content_display/reviews/singles/e3id3157507ac800210b14e5400b23ba842|url-status=dead|archive-date=June 22, 2008|title="Come on Over" Billboard review|website=Billboard.com|access-date=16 May 2022}} Rolling Stone said that "Surprisingly, her first twangy single is a slick treat", and that "Simpson keeps it simple and on a Shania Twain-esque foot-stomper built on energetic acoustic and slide guitars."{{Cite web|url=http://www.jessicasimpson.com/news/jessica-simpson-come-on-over-review-rolling-stone/|archiveurl=https://web.archive.org/web/20080928041206/http://www.jessicasimpson.com/news/jessica-simpson-come-on-over-review-rolling-stone|url-status=dead|title="Come on Over" Rolling Stone review|archive-date=28 September 2008|access-date=16 May 2022}}
