Congressional career

Dionisio, the son of former councilor and city administrator Ernesto Dionisio Sr., was a three-term councilor from 2007 to 2016. Upon being term-limited, he ran for the congressional seat in Manila's 1st district in 2016 under Asenso Manileño but lost to Manny Lopez of the NPC.

In 2022, he ran under Asenso Manileño for the congressional seat in Manila's 1st district and won, unseating Manny Lopez, who had transferred to the Duterte-backed PDP–Laban.{{Cite web |last=Maderazo |first=Jake J. |date=2022-05-24 |title=Dynasties must realize there’s no forever in politics |url=https://opinion.inquirer.net/153263/dynasties-must-realize-theres-no-forever-in-politics |access-date=2024-09-28 |website=INQUIRER.net |language=en}} Prior to the start of the 19th Congress, he joined Lakas–CMD.{{cite news|url=https://www.pna.gov.ph/articles/1176315|title=23 more House members join Lakas-CMD party|first=Filane Mikee|last=Cervantes|work=Philippine News Agency|date=June 9, 2022|accessdate=September 28, 2024}} He was later named as an assistant majority floor leader in the House of Representatives.{{cite news|url=https://newsinfo.inquirer.net/1791572/lawmaker-calls-out-car-dealers-who-impose-installment-mode|title=Lawmaker calls out car dealers who impose ‘installment mode’|date=June 22, 2023|accessdate=September 28, 2024|website=INQUIRER.net|first=Jeannette I.|last=Andrade}} In 2024, while at Congress, he was named as one of the top NCR-based performing representatives in the House of Representatives in the year's second quarter survey and placed third.{{Cite web |last=Layson |first=Mer |date=May 25, 2024 |title=NCR’s Top Performing Mayors, Representatives inihayag ng RPMD |url=https://www.philstar.com/pilipino-star-ngayon/bansa/2024/07/25/2372767/ncrs-top-performing-mayors-representatives-inihayag-ng-rpmd |access-date=2024-09-28 |website=Philstar.com}}
