Rajasekhara Reddy formed a council of ministers consisting of 24 members initially and later expanding it twice once to induct the alliance partner TRS into the cabinet and several other members.{{Cite web |date=2009-01-27 |title=Council of Ministers |url=http://www.portal.ap.gov.in/Government/Lists/Council%20of%20Ministers/AllItems.aspx |access-date=2022-05-20 |archive-url=https://web.archive.org/web/20090127020505/http://www.portal.ap.gov.in/Government/Lists/Council%20of%20Ministers/AllItems.aspx |archive-date=27 January 2009 }} Pre-poll partner TRS joined the government with six ministers and quit the government later citing differences due to the Telangana issue with the Indian National Congress.{{Cite news |date=2004-06-16 |title=TRS to join YSR govt, finally |work=The Times of India |url=https://timesofindia.indiatimes.com/city/hyderabad/trs-to-join-ysr-govt-finally/articleshow/741509.cms?from=mdr |access-date=2023-02-15 |issn=0971-8257}}{{Cite web |date=2005-07-05 |title=All but one TRS ministers quit YSR government |url=https://www.financialexpress.com/archive/all-but-one-trs-ministers-quit-ysr-government/142614/ |access-date=2023-02-15 |website=The Financial Express |language=en-US}}{{Cite web |last=Hyderabad |first=Syed Amin Jafri in |title=Another TRS minister resigns from YSR Cabinet |url=https://www.rediff.com/news/2005/jul/13trs.htm |access-date=2023-02-15 |website=Rediff |language=en}}{{cite web|url=https://english.sakshi.com/news/2018/05/14/dr-ysr-became-ap-cm-this-day-in-2004|title=Dr YSR Became AP CM This Day in 2004 |date=14 May 2018 }}{{Cite web |last=Hyderabad |first=Syed Amin Jafri in |title=TRS members join Andhra Pradesh cabinet |url=https://www.rediff.com/news/2004/jun/23ap.htm |access-date=2023-02-15 |website=Rediff |language=en}}{{Cite news |date=2004-05-25 |title=TRS may join YSR cabinet |url=https://timesofindia.indiatimes.com/city/hyderabad/trs-may-join-ysr-cabinet/articleshow/696581.cms?from=mdr |access-date=2023-02-15 |work=The Times of India |issn=0971-8257}}
