{{Israel cities labeled map}}
This article lists the 73 localities in Israel that the Israeli Ministry of Interior has designated as a city council. It excludes the 4 Israeli settlements in the West Bank designated as cities, but occupied East Jerusalem is included within Jerusalem.
The list is based on the current index of the Israel Central Bureau of Statistics (CBS). Within Israel's system of local government, an urban municipality can be granted a city council by the Interior Ministry when its population exceeds 20,000.{{cite web |url=http://mfa.gov.il/MFA/AboutIsrael/State/Democracy/Pages/Israeli%20Democracy%20-%20How%20does%20it%20work.aspx |title=Israeli Democracy: How Does It Work? |publisher=Israel Ministry of Foreign Affairs |access-date=8 May 2013 |url-status=dead |archive-url=https://web.archive.org/web/20130622174411/http://www.mfa.gov.il/mfa/aboutisrael/state/democracy/pages/israeli%20democracy%20-%20how%20does%20it%20work.aspx |archive-date=22 June 2013 }} The term "city" does not generally refer to local councils or urban agglomerations, even though a defined city often contains only a small portion of an urban area or metropolitan area's population.
List
As for 2022, Israel has 18 cities with populations over 100,000, including Jerusalem and Tel Aviv-Yafo. In all, there are 77 Israeli localities granted "municipalities" (or "city") status by the Ministry of the Interior, including four Israeli settlements in the West Bank.[http://www.cbs.gov.il/reader/shnaton/templ_shnaton_e.html?num_tab=st02_22&CYear=2018 2.22 Localities and Population, by Municipal Status and District] {{Webarchive|url=https://web.archive.org/web/20181017082054/http://www.cbs.gov.il/reader/shnaton/templ_shnaton_e.html?num_tab=st02_22&CYear=2018 |date=17 October 2018 }}, 2018 Two more cities are planned: Kasif, a planned city to be built in the Negev, and Harish, originally a small town currently being built into a large city. The area and population of Jerusalem includes that of East Jerusalem which has been de facto annexed by Israel and incorporated within Jerusalem's municipal borders under the Jerusalem Law. This, however, is not recognized by the international community who regard East Jerusalem to be Palestinian territory held under Israeli occupation.{{cite news |url=http://news.bbc.co.uk/2/hi/in_depth/middle_east/2001/israel_and_the_palestinians/issues/1682594.stm |title=Jerusalem: Crucible of the conflict |last=Symon |first=Fiona |date=4 December 2001 |work=BBC News Online |access-date=11 October 2012}}{{cite web |url=http://www.btselem.org/jerusalem |title=Background on East Jerusalem |date=8 July 2012 |publisher=B'Tselem |access-date=11 October 2012}} If East Jerusalem is considered part of Israel, Tel Aviv is the country's second most populous city with 452,000 residents after Jerusalem with 919,000; if not, Tel Aviv is the most populous city before West Jerusalem with around 350,000.
