Oxley started his racing career in production bike racing, taking part in the Yamaha RD350LC championship in 1983 and 1984.{{Cite web |title=CUP – PRO-ARM SERIES |url=https://rd350lc.net/pageCUP.htm |access-date=2023-09-16 |website=rd350lc.net}}
He won an Isle of Man TT race in 1985 at his second attempt, as a racing-journalist working for Motor Cycle News.{{Cite web |title=IOM TT Database |url=https://www.iomtt.com/tt-database/events?meet_code=TT85%20%20&era=4}} Aside from his TT racing career, Oxley specialised in endurance racing, with a best of second at the 24 Hours of Le Mans and at the 24 Hours of Spa.
