PSLV-C1 was the overall fourth mission of the Polar Satellite Launch Vehicle (PSLV) program by Indian Space Research Organisation (ISRO). The vehicle carried IRS-1D satellite which was deployed in the Sun-synchronous orbit (SSO).{{cite news|title=PSLV-C1|publisher=Indian Space Research Organisation|access-date=24 Jun 2016|url=http://www.isro.gov.in/launcher/pslv-c1}}{{cite news|title=PSLV-C1 brochure|publisher=Indian Space Research Organisation|access-date=24 June 2016|url=http://www.isro.gov.in/sites/default/files/pdf/pslv-brochures/PSLVC1.pdf}}{{cite news|url=http://www.spacelaunchreport.com/pslv.html|archive-url=https://archive.today/20130104225437/http://www.spacelaunchreport.com/pslv.html|url-status=usurped|archive-date=4 January 2013|title=PSLV|publisher=Space Launch Report|access-date=24 June 2016}}{{cite news|title=ISRO Timeline|publisher=Indian Space Research Organisation|access-date=24 June 2016|url=http://www.isro.gov.in/about-isro/isros-timeline-1960s-to-today#39}} This was India's first launch vehicle built without Russian assistance and PSLV's first operational flight placed IRS-1D into a polar orbit. However, it could not place the satellite in the desired circular orbit but in an elliptical orbit due to a leak of helium gas from one of the components. The mission was termed partial failure since the satellite could not be placed at the desired altitude.{{cite news |title=Space|publisher=digitaltoday.in|access-date=24 June 2016|url=http://archives.digitaltoday.in/indiatoday/13101997/space.html}}{{cite news|title=PSLV fail |publisher=spacelaunchreport.com|access-date=24 June 2016|url=http://www.spacelaunchreport.com/slvfail.txt|archive-url=https://archive.today/20120913053550/http://www.spacelaunchreport.com/slvfail.txt|url-status=usurped|archive-date=13 September 2012}}
