PULSE (contrived acronym for "Police Using Leading Systems Effectively") is a computer system used by the Garda Síochána, the police force of the Republic of Ireland. The system was introduced in November 1999.[http://archives.tcm.ie/irishexaminer/2005/03/21/story498157743.asp Call for probe into garda record system] {{webarchive|url=https://web.archive.org/web/20081025145345/http://archives.tcm.ie/irishexaminer/2005/03/21/story498157743.asp |date=2008-10-25 }}, Cormac O'Keefe, Irish Examiner, 21 March 2005, retrieved 20 March 2009

The contract for the system was awarded to Andersen Consulting (now Accenture) and is managed by a directorate of three senior Gardaí and an Accenture consultant.[https://web.archive.org/web/20121013044111/http://www.irishtimes.com/newspaper/special/2000/garda/annreport3.pdf An Garda Síochána Annual Report 1999], retrieved 20 March 1999 The system is run by the PULSE Project teams of the IT section of the Garda Síochána.

The system cost €98.3 million originally and between 2001 and 2006 €12.88 million was spent on updating and maintaining it.{{Cite web|title=Sunday Tribune|url=http://tribune.ie/|access-date=2021-01-15|website=tribune.ie|archive-date=2021-01-24|archive-url=https://web.archive.org/web/20210124231140/http://tribune.ie/|url-status=live}} The system is available in 519 of 565 Garda stations.[https://www.kildarestreet.com/wrans/?id=2019-11-05a.944 Written Questions, Garda Information and Communications Technology, Dáil Éireann] {{Webarchive|url=https://web.archive.org/web/20210121032224/https://www.kildarestreet.com/wrans/?id=2019-11-05a.944 |date=2021-01-21 }}, 5 November 2019

Insurance investigation

In 2007 between 40 and 50 Gardaí were questioned as part of an internal inquiry into allegations that Gardaí had supplied confidential information to insurance companies in order to settle road traffic claims.[http://www.tribune.ie/article/2007/jun/24/garda-inquiry-questions-nearly-50-officers-over-cl/ Garda inquiry questions nearly 50 officers over claims of insurance company collusion] {{webarchive|url=https://web.archive.org/web/20091201030556/http://www.tribune.ie/article/2007/jun/24/garda-inquiry-questions-nearly-50-officers-over-cl/ |date=2009-12-01 }}, Mick McCaffrey, Sunday Tribune, 24 June 2007, retrieved 20 March 2009[http://www.tribune.ie/article/2007/jun/03/gardai-probe-insurance-rms-misuse-of-records/?q=Garda%20insurance Gardai probe insurance "rms' misuse of records]{{Dead link|date=May 2019 |bot=InternetArchiveBot |fix-attempted=yes }}, Mick McCaffrey, Sunday Tribune, 3 June 2007, retrieved 20 March 2009 The PULSE system was included in the investigation.

Reliability

PULSE has been the subject of complaints by the Association of Garda Sergeants and Inspectors and the Garda Representative Association on grounds that it is unreliable and has caused backlogs in bringing cases to court. Kathleen O'Toole criticised the system for being difficult to use and not being user-friendly.[http://www.irishtimes.com/newspaper/ireland/2009/0115/1231973728203.html Gardaí need better technology - O'Toole] {{Webarchive|url=https://web.archive.org/web/20121013044214/http://www.irishtimes.com/newspaper/ireland/2009/0115/1231973728203.html |date=2012-10-13 }}, Conor Lally, The Irish Times, 15 January 2009, retrieved 20 March 2009
