Its toponym means "natural silk".
History
The city is intended to provide residences for the staff of Imam Khomeini International Airport, and to create a balance in the settlement pattern of Tehran, establish an appropriate environment to draw in the extra population of Tehran and offer an alternative to unsystematic settlements. Parand is expected to accommodate 483,000 people on 3,420 hectares of land.{{cite report|title=The Supreme Council of Urban Planning and Architecture of Iran regarding the comprehensive plan of an additional 1,200 hectares of land approved in the new city of Parand and the changes in the comprehensive plan of the new city of Parand|language=fa|website=rc.majlis.com|via=Research Center of the System of Laws of the Islamic Council of the Farabi Library of Mobile Users|url=https://rc.majlis.ir/fa/law/show/842960|archive-url=https://web.archive.org/web/20130614051616/https://rc.majlis.ir/fa/law/show/842960|publisher=Supreme Council of Urban Planning and Architecture of Iran|last=Gharavi|first=Mir Mohammad|archive-date=14 June 2013|date=c. 2013|orig-date=Approval 9 February 2013|id=Notification 300/6948|access-date=22 September 2024}}
The plan was a well-planned city which responds to the community's needs. It aims to host low-income families (laborers’ and employees’ housing cooperatives) by providing low-priced residential units with bank loans thereby attracting various classes of people. In 2019, the city has not yet attained those goals.{{cn|date=January 2020}}
