This is the results breakdown of the Congress of Deputies election held in Spain on 29 October 1989. The following tables show detailed results in each of the country's 17 autonomous communities and in the autonomous cities of Ceuta and Melilla, as well as a summary of constituency and regional results.{{efn|The autonomous cities of Ceuta and Melilla would not be constituted as independent administrative entities until 1995.}}{{cite web |url=http://especiales.publico.es/resultados-elecciones/generales/1989/ |title=29O/Elecciones Generales 1989 |publisher=Público |language=es |access-date=6 March 2017}}{{cite web |url=https://elecciones.eldiario.es/congreso/octubre-1989 |title=Elecciones Congreso. 29 de octubre de 1989 |publisher=eldiario.es |language=es |access-date=8 February 2020}}

Electoral system

348 members of the Congress of Deputies were elected using the D'Hondt method and a closed list proportional representation, with an electoral threshold of three percent of valid votes—which included blank ballots—being applied in each constituency. Seats were allocated to constituencies, corresponding to the provinces of Spain, with each being allocated an initial minimum of two seats and the remaining 248 being distributed in proportion to their populations. Ceuta and Melilla were allocated the two remaining seats, which were elected using plurality voting.{{harvp|Const. Esp.|1978|loc=tit. III, ch. I, art. 68}}.{{harvp|LOREG|1985|loc=tit. II, ch. III, art. 162–164}}. The use of the electoral method resulted in an effective threshold based on the district magnitude and the distribution of votes among candidacies.{{cite web |last=Gallagher |first=Michael |date=30 July 2012 |url=http://www.tcd.ie/Political_Science/staff/michael_gallagher/ElSystems/Docts/effthresh.php |title=Effective threshold in electoral systems |publisher=Trinity College, Dublin |access-date=22 July 2017 |url-status=bot: unknown |archive-url=https://web.archive.org/web/20170730092518/http://www.tcd.ie/Political_Science/staff/michael_gallagher/ElSystems/Docts/effthresh.php |archive-date=30 July 2017}}

As a result of the aforementioned allocation, each Congress multi-member constituency was entitled the following seats:{{cite journal |journal=Boletín Oficial del Estado |issue=210 |date=2 September 1989 |page=28094 |issn=0212-033X |title=Real Decreto 1047/1989, de 1 de septiembre, de disolución del Congreso de los Diputados y del Senado y de convocatoria de elecciones |url=https://www.boe.es/boe/dias/1989/09/02/pdfs/A28094-28094.pdf |language=es}}

Voting was on the basis of universal suffrage, which comprised all nationals over eighteen and in full enjoyment of their political rights.{{harvp|LOREG|1985|loc=tit. I, ch. I, art. 2}}.{{sfn|Carreras de Odriozola|Tafunell Sambola|2005|p=1077}}

The electoral law allowed for parties and federations registered in the interior ministry, coalitions and groupings of electors to present lists of candidates. Parties and federations intending to form a coalition ahead of an election were required to inform the relevant Electoral Commission within ten days of the election call, whereas groupings of electors needed to secure the signature of at least one percent of the electorate in the constituencies for which they sought election, disallowing electors from signing for more than one list of candidates.{{harvp|LOREG|1985|loc=tit. I, ch. VI, art. 44 & tit. II, ch. V, art. 169}}.

=Melilla=

The results of the 1989 general election in Melilla were declared void by the Spanish Supreme Court because of perceived irregularities in the ballot counting process and the initial vote tally awarding the district's only seat to the Spanish Socialist Workers' Party being extremely close. A by-election was held on 25 March 1990, in which the district's seat was won by the People's Party by a wide margin, preventing the PSOE from commanding an overall majority in the Congress of Deputies.{{cite news |last=De la Cuadra |first=Bonifacio |date=20 February 1990 |title=Melilla repetirá las elecciones legislativas |url=http://elpais.com/diario/1990/02/20/espana/635468401_850215.html |language=es |newspaper=El País |location=Madrid |access-date=8 March 2017}}{{cite news |last=Grijelmo |first=Álex |date=26 March 1990 |title=La derecha agrupó sus votos para vencer al PSOE |url=http://elpais.com/diario/1990/03/26/espana/638402402_850215.html |language=es |newspaper=El País |location=Melilla |access-date=9 March 2017}}
