Born in Moscow, Stepashkin trained at Trudovye Rezervy until 1963 and then at the Armed Forces sports society. He became the Honoured Master of Sports of the USSR in 1964 and was awarded the Order of the Badge of Honor in the following year.{{cite book|title=All about Olympic Games.|author=Boris Khavin|publisher=Fizkultura i sport|edition = 2nd|page=581|year=1979|location=Moscow|language=ru}} He competed at the 1964 Tokyo Olympics in the Featherweight (-57 kg) division winning the gold medal.
