Where are the lyrics?
I was hoping to get to read the lyrics. But all I did find in this article was the link in the last box (at the bottom) :Category:Songs with lyrics by Yasushi Akimoto. But the link there only links back to this article. Closed circle, but no lyrics.

- {{reply to|Steue}} Hello! We can't put the lyrics here cause the lyrics are copyrighted. What we can do here on Wikipedia is to explain in our own words what the song is about. But, according to Wikipedia rules, such information would have to be sourced (see Wikipedia:Verifiability and Wikipedia:Reliable sources). So I don't think it is possible right now... (You will have to find a source that discusses the song's lyrics.)
She says she's lonely and she wants to be loved, and just one percent love would be enough for her. I'm not too good at Japanese and I can't say right now if there is a particular person she wants to be loved by of if she just means she wants to experience the feeling of love and being loved. Your explanation for the "1%" makes sense. And I'm perfectly willing to believe you, but I still can't see where it says this in the lyrics.

I guess the "KONKURIITO" is a hill or a building;
and she sings: "Asebami is waiting " (not just standing or sitting).
In line 2:
There is coming a car. I guess she has been waiting for a specific person in a car.
There is also: "Oroka Nada-san".
"-san" is said after the name of a (male?) person, in an address.
So there is a concrete name.
In line 12:
She says: "I won't tell you anymore".
To me this sounds like to a specific person.
