Merger proposal

:Support - After doing a little hunting, Tieling seems to be the prefecture-level city in the Liaoning province that includes Changtu County. I don't think there is a city named Changtu in Changtu County. The hard part will be sourcing this. TimTempleton (talk) (cont) 21:13, 1 February 2019 (UTC)
