The Tartan 34-2 is a development of the 1979 Sparkman & Stephens-designed Tartan 33 R, with the stern extended and a different interior layout. It is unrelated to the 1968 Sparkman & Stephens-designed Tartan 34 C. Both the 34-2 and the earlier 34 C were marketed simply as the "Tartan 34", but to avoid confusion they are commonly referred to as the 34 C ("Classic") and the 34-2 to differentiate the designs.{{cite web|url =https://sailboatdata.com/sailboat/tartan-34-c|title = Tartan 34 C |accessdate = 17 January 2018|last= Browning| first = Randy |work = sailboatdata.com|year = 2017 |archive-url= https://archive.today/20220323180301/https://sailboatdata.com/sailboat/tartan-34-c|archive-date= 23 March 2022|url-status= live}}

The Tartan 34-2 is a small recreational keelboat, built predominantly of fiberglass, with wood trim. It has a masthead sloop rig, an internally-mounted spade-type rudder, a reverse transom and a fixed fin keel. It displaces {{convert|11000|lb|kg|0|abbr=on}} and carries {{convert|4400|lb|kg|0|abbr=on}} of ballast.

The boat has a draft of {{convert|6.25|ft|m|abbr=on}} with the standard keel and {{convert|4.46|ft|m|abbr=on}} with the optional shoal draft keel.

The design was factory-fitted with a Japanese Yanmar diesel engine of {{convert|27|hp|kW|0|abbr=on}}. The fuel tank holds {{convert|23|u.s.gal}} and the fresh water tank has a capacity of {{convert|57|u.s.gal}}.

The boat has a PHRF racing average handicap of 177 with a high of 186 and low of 174. The shoal draft version has an average PHRF handicap of 141 with a high of 147 and low of 135. Both versions have a hull speed of {{convert|7.19|kn|km/h|2|abbr=on}}.{{cite web|url = http://www.sailingjoy.com/sailboat_specs/sailboat_specs/view/1679/tartan-34-2|title = Sailboat Specifications for Tartan 34-2 |accessdate = 18 January 2018|work = Sailing Joy|author= InterVisionSoft LLC|year = 2018 |archive-url= https://web.archive.org/web/20180119120524/http://www.sailingjoy.com/sailboat_specs/sailboat_specs/view/1679/tartan-34-2|archive-date= 19 January 2018|url-status= dead}}{{cite web|url = http://www.sailingjoy.com/sailboat_specs/sailboat_specs/view/1678/tartan-34-2-sd|title = Sailboat Specifications for Tartan 34-2 SD |accessdate = 18 January 2018|work = Sailing Joy|author= InterVisionSoft LLC|year = 2018 |archive-url= https://web.archive.org/web/20180119120428/http://www.sailingjoy.com/sailboat_specs/sailboat_specs/view/1678/tartan-34-2-sd|archive-date= 19 January 2018|url-status= dead}}
